Ray's is one of my favorites; get there right at 4pm when they open and you will get seated quickly, otherwise the wait is an hour minimum. With an incredible view of the harbor it's like dinner and a show... especially if you get there before the boats start coming in for the night... the otters and seals love searching for fish and octopus right among the boats.
