Visit the old building of the Seoul City Hall! On the top, it has a terrace and a garden which offers a good view on the Gwanghwamun area. A nice spot to have a rest. Tip: enter the garden through the coffeeshop on the top floor from 9am to 6pm. Admission is free.

The view from the Sky Yard which is on the top of the Seoul Metropolitan Library is a wonderful scenic and photonic location in Seoul.
