Middle-range restaurants
A good place to start with is Shtastlivetsa (they have two restaurants - one on the main pedestrian street and one in the "old downtown", both are good so you won't lose whichever you choose). They offer international cuisine, some of the dishes are traditional Bulgarian with a modern twist.

Cozy and very comfortable places are Made in Home and Made in Blue (the owner is the same for both of them, Made in Blue is a step further, a bit fancier in a sense of dishes).

The little brother of Made in Blue. Cozy and comfortable atmosphere. They offer different options including vegan and a lot of vegetarian dishes (their hummus is really good and the desserts are on point)
The down thing is they don't accept payments with cards so make sure you have some cash.

If you are a carnivore (aka adore meat and barbeque), I strongly recommend my favorite ribs place - Ribs Brothers. They offer everything from classic smoked bbq ribs to Asian flavor twists. The portions are huge and very statisfying.

Bistello might be small but is another great place with very good food and attention to detail. This is a middle-price-range restaurant but definitely underrated. The staff there is very welcoming and kind and the food is just as satisfying as in other higher range restaurants.

High-end restaurant
The second one I would recommend is from a higher price range, it's called Cosmos - traditional Bulgarian dishes with a techno-emotional twist. If you like Lamb, I definitely recommend the main course with lamb meat*. And the golden apple dessert! They have a bar (bar Sputnik) that offers one of the best cocktails (they have invented them).
* Usually their menu is season based, so the meal I recommended might not be listed if you are not visiting Bulgaria during spring

Bars
Sol bar is a bar that serves good seasonal local food. I haven't been there yet, so I can't give a personal recommendation but I have many foodies recommending me to check it out. Price wise, the place is not cheap to snack in but the overall experience is good (from what I've been told).

This is the bar-brother of Cosmos. I've been there many times and I can definitely recommend the place. The bartenders are very good professionals, who are doing signature cocktails with very original names and self-fermented ingredients. Highly recommend it if you are a cocktail person.

One More Bar
3-5 ul. "Tsar Ivan Shishman"A nice place to hang out with friends, to have a drink and laugh.
This is the bar that I visit most often. If you are a beer person and like to explore the different craft options in Bulgaria, this is your place.
They have really cozy garden which is a lovely host for some music events from time to time.
